Tuition freeze comes at a good time for students

Gov. Dave Heineman, along with University of Nebraska President J.B. Milliken and State College System Chancellor Stan Carpenter, made a proposal this week that should make college students and their parents happy.

The governor proposed increasing state funding for the university and state colleges in return for them freezing tuition for resident students for two years.
