Governor signs safe-haven age limit bill

GRAND ISLAND —

Nebraska Gov. Dave Heineman has signed a bill that adds a 30-day age limit to a safe-haven law led to the abandonment of nearly three dozen children, including some teenagers as old as 17.

Todd Landry, director of the Division of Children and Family Services for the Department of Health and Human Services, said a 15-year-old girl was left at St. Francis Medical Center in Grand Island, through LB157, Nebraska's "safe-haven" law.

A Grand Island therapist and foster parent is frustrated by Gov. Dave Heineman's and the Legislature's proposed "fix" of the safe-haven law by defining "child" as an infant. Defining child as an infant fails to address the real problem, said Joan Schwan of Schwan Counseling.
